So you have got an NOC. You moved to another Indian state with your vehicle. Now the next step would be to pay the road tax in the new state and register your vehicle with the local RTO. This post explains the steps for doing that.

If you are reading this before you have taken the NOC, then i would suggest you think about it again. A lot of people argue that it is easier to sell your vehicle before moving out and maybe buy a second hand in the new state – of course, this works better for a bike than a car because of the money involved. While going through the actual process of re-registration, it did cross my mind that i should have sold off my motorbike earlier instead of going though this whole hassle – trust me on this one – this thought will definitely cross your mind once when you queue up at the RTO.
Anyways. Lets go through the process. You have been warned.
The re-registration is of 3 steps (assuming you already have the NOC):
- Pay the lifetime road tax
- Registering the vehicle
- Applying for a new registration number
Step 1: Paying the Lifetime Road Tax for Vehicle
Documents you will require:
- NOC – The No Objection Certificate you received from the previous state.
- RC – The Registration Certificate (card) from when you registered your vehicle originally (or previous state)
- Invoice of the vehicle (keep a photocopy)
- Valid Insurance photocopy (check date to make sure its valid)
- PUC (Pollution Under Control) Certificate – issued in most petrol pumps for under Rs 100.
- Current Address Proof [If you dont have any government ID for this use the following combination: HR Letter (orig, in company letter head) + Copy of ID like passport, DL with any address + Notary Affidavit with Address. Rental agreement will probably not suffice]
- ID Proof copy (Like DL, Passport, Aadhaar )
- Latest passport size photographs (Keep 2 copies, just in case)
Process:
- Locate your area’s RTO as most big cities are divided into multiple zones which come under different RTOs.
- Visit the RTO, collect Form 14 (or Form KMV-T-14) and Fill up your details – It mainly has your name, vehicle details, insurance no. etc.
- Arrange all the above listed documents (mostly copies – carry the originals with you anyway) along with this Form and approach the front desk.
- Go to the audit section (For Bangalore Electronic city RTO it is Room no .6), where they will calculate your Lifetime tax based on the Date on your NOC from previous state. These calculations will be written on Form 14.
- Now after you know the Tax value, Visit a bank and get a Demand Draft for this exact LTT amount in the name of “RTO <Your city name>” or as directed by official.
- Now with this demand draft, go back to the RTO and go to the payment window. Provide the Form 14 to the person, which will be returned to you, and submit the Demand Draft. You will get two receipts for the payment of Lifetime Road tax. [For Bangalore Elec City RTO, we get a Red (original) and a Green (carbon copy) receipt]
Keep both of these receipts very safely – maybe make a copy. With this receipt you can drive freely in the new state for upto 12 months from the date you entered the state (i.e., the date on NOC) – you will need to show this receipt to the cops if they catch you on the roads. However, within an year, you will need to register the vehicle in the new state.
Also keep the Form 14. It will be used in the next step.
Step 2: Registering the Vehicle
Documents you will require:
Forms:
- Change of Address: Form 33
- Application for assignment of new reg mark: Form 27 CMV
- Intimation of migration of motor vehicle: Form 27 KMV
- Payment of Road tax: Form 14 (from previous step)
Documents:
- NOC – The No Objection Certificate (Form 28) from previous state – 2 original copies required.
- Original Registration Certificate from previous state (RC Smart card)
- Valid PUC (pollution under control/ Emission certificate) photocopy
- Valid Vehicle Insurance copy
- SCRB Report (for new state) – that’s State Crime Branch Bureau Report [You get this in Part 2 below]
- Self Addressed Envelope [Current address, with stamp(s) pasted]
- Current Address Proof [If you don’t have any government ID for this use the following combination: HR Letter (orig, in company letter head) + Copy of ID like passport, DL with any address + Notary Affidavit with Address. Rental agreement will probably not suffice]
- Two Passport size photographs
- Copy of your Vehicle Invoice
- NOC from Financier if vehicle covered under finance
Process:
Part 1: Visit to RTO
- Visit the RTO with the filled forms and documents specified above.
- Go to the audit section (For Bangalore Electronic city RTO it is Room no .6), where they will verify the documents. Ask for a letter from RTO/Asst. RTO to approach the SCRB. This letter will be addressed to the DIG Police, SCRB and signed and sealed by the Asst. RTO.
Part 2: Visit to SCRB – To get Vehicle Enquiry Report
- Visit the SCRB office with the above letter and collect a vehicle enquiry report form. Fill the form with your details
- Take the filled form to the cash counter, pay the fee (25Rs) and get the receipt. For Bangalore, I paid this fee at the Citizen Centre (Bangalore MS Building 1, Near Vidhan Saudha)
- Go back to SCRB office/Commisioner office [In Bangalore, I went to the Commisioner office at Infantry Road] and submit the filled from with the receipt at front desk.
- The officer will ask you to come back after 30 min or 1 hour or as directed and collect the Vehicle enquiry report.
Part 3:Visit to RTO again – Vehicle Inspection and final Document submission
- Visit the RTO office with the SCRB report and all other documents. Its better to place everything in a threaded file and place you original RC in a tranparent plastic pouch and staple it to the rest of the documents [In Bangalore Elec City RTO, we get file, pouch, pencil etc at small shops outside the RTO, probably this is the case with all the cities].
- On KMV 27 you need to trace the vehicle’s chassis number using pencil. You can also take pencil print in separate plain paper and paste it at right corner of the filled form. You may have to print/paste at two places at FORM KMV 27.
- Get the form verified and signed by the Asst. RTO. In Bangalore, this was a huge queue but clears quicky – may take an hour, depends on you luck.
- Get you vehicle Inspected – Go to the Vehicle Inspection/Senior Inspector section (Room no. 9 for Bglr RTO Electronic City). Ask the official for the time of inspection. You will be asked to be in vehicle queue near the RTO for inspection. Here they will verify your documents and (maybe) check your vehicle to see if chassis number matches with what you have provided in forms. In Bangalore Elec City RTO, You need to get the vehicle inspected at the Basement and get a sign and seal from Vehicle Inspector. In Bangalore, Inspection is done after around 11 AM- so time you visit accordingly. Mine was done at 12:30 PM.
- After this, go back to the the audit section (For Bangalore Electronic city RTO it is Room no .6) where they will ask you to pay the FEE for registration and smart card. The official will write it at the top page of the file. This will generally be something under Rs 300
- Make sure they have fed this info into the computer and then queue up at the cash counter where you pay this fee and collect receipt.
- Submit this receipt with all the other documents at the audit section (For Bangalore Electronic city RTO it is Room no .6) and collect the acknowledgement receipt.
The RC card (with the old Registration number) will be dispatched by post in the self-addressed envelope you provided with your file and you will receive it in probably a month. Next step will be to apply for a new registration number of the current state (Re-assignment of registration mark). Described next.
Step 3: Applying for New Registration Number
Documents and Forms required:
- Original Registration Certificate you have received from the new state (RC Smart card) – this will have your previous Reg Number but card issuer is new state
- Valid PUC (pollution under control/ Emission certificate) photocopy
- Valid Vehicle Insurance copy
- Self Addressed Envelope [Current address, with stamp(s) pasted] – It was 17 Rs stamp in my case
- Application for assignment of new reg mark: Form 27 CMV
Process:
- Visit the RTO office with above documents. You can collect Form 27 from the Front desk (you are not charged for it) and fill it up there. You can keep the RC in a transparent pouch and attach it securely to the rest of the papers along with the self-addressed envelope. Attach the RC on the top followed by Form 27.
- Go to the audit section and get your documents verified – the officer will scribble the details of fee you have to pay on Form 27, after verifying the documents.
- Go to the cash counter and pay the Smart Card and number re-issue issue. In my case (Dec 2016) it was Rs 26o. You will get two copies of receipt – attach both the receipts to the rest of the documents.
- After this go to the Asst RTO and get his/her signature (In case of Banglore E-city RTO, this will be in Room No. 2) on the Form 27
- After this go back to the Audit Room and submit the forms along with the Original RC. They will keep all the documents and you will get an acknowledgement receipt and they would ask you to expect the new RC (with new Reg. No) by post at your address in under 2 months.
You are done with the process here. Now just wait for the new RC to reach your address – maybe go back to the RTO after 2 month with the acknowledgement receipt if you still didn’t receive it.
