Hi Imran, Very valuable info. I followed your instructions for getting the NOC from CRB, Chennai. It was vey easy and I got the NOC in 48 hours – applied on Saturday morning and got the NOC at noon on Monday. The guys at CRB are very helpful. For the records, the entry into this complex is from the EVK Sampath Road (2nd Gate on the right, opposite BSNL). Better go alone as the security do not allow more persons – even sitting in a car – and insist on taking your vehicle to their car park. Exit is through the EXIT gate on Atkinson Road.
I will update with my experience about Re-registration at the RTO – Chennai (South)

One bit I would like to add is here in Adyar there is one petrol bunk opposite TNHB Shopping complex on Lattice bridge Road. which issues PUC certificate ,,,,
